Green Public Procurement means to choose a determined product or service taking account of the environmental impacts that this can determine in the process of its production, use and removal (so-called living cycle).

The European Union has been favouring for some time the application of this kind of procedure, which is a priority instrument in the achievement of Goteborg sustainability’s strategy and it has been resumed  in Lisbon economic one.

In 2004, The European Union has enacted two regulations (2004/17/CE 2004/18/CE), which reform the public procurement’s procedures of public bodies, introducing the possibility to use environmental principles, which vary according to the choice of goods or services. Italy has assimilated these regulations with its legislative decree 163/2006 (Contracts Code), adopting the Green Public Procurement’s theme and underlining its importance with other provisions of law, which force public bodies and firms, which are controlled by the public bodies to provide for their supplies through eco-friendly materials.

Green Public Procurement’s goal  is to reduce the negative consequences for environment, which have been created by the demands of goods and services consumption, in order to orient the choice towards similar products, but with environmental characteristics. This would make it possible to reduce the wastes, giving the possibility in this way an energetic waste.

Another important goal, which has been pursued by the European Union is to act towards the public consumer (that represented 17% of internal gross product in Italy) and achieve all the others consumers, in order to move the demand towards different goods and so to start processes, which are capable of affecting the market.

Sigeambiente is capable of providing the necessary support for prearrangement of the system, supporting the offices during the preparation of tenders and realizing an adequate campaign of the territorial awakening, addressing itself to the final consumer but also to the furnisher.
