1) The certifications of EMAS and ISO 14.001 organizations

You can not manage what you can not measure

The environmental certification is the certificate that you obtain at the end of a route, which consists of organizing your managerial activity. It is issued by an impartial and independent organism and certifies the conformity of the organization or territory to the standard qualities, which are defined at an European and international level.

The System of the Environmental Management consists of all processes, procedures, instruments and patterns, which have been realized by an organization, in order to reply to the necessary requirements by the rules of reference (ISO 14001 and EMAS). Each organization and territory can define their formalities of adaptation to these set of rules, adapting and personalizing SGA to their characteristics.

The most common rules in the field of the environmental certification of organization are ISO 14001 and EMAS. The first one has been adopted in September of 1996 by the International Organization for Standardization, which is not a government organization and has its office in Ginevra. This organization has been constituted by National formative institutions of quite 130 countries. On the contrary, EMAS has been operating since 1995 and it is based on an European Union regulation 761/2001 and for this reason it assumes the character of public set of rules.

The territorial environmental certification gives the italians local bodies a lot of advantages, at the same way  as it has been experimented by the other European Countries. As a result of the use of SGA, the local body will be able to intervene in the indirect environmental aspects; it will affect the living quality of its citizens; it will operate a territorial management and planning, which are suitable for the community’s demands.

In particular:

  • to be supplied an effective instrument for the support of the general management of the activities, that makes it possible the cut of  their internal management’s costs;
  • to pursue a goal, in order to have a general updating of the administrative structure and to rationalize the public activities;
  • to improve the communication and the participation of the interested parts: such as municipal employees, firms, schools and citizens;
  • to guarantee an incentive for the territorial economic development with considerable capacities of the local  and tourist market;
  • to realize a territorial development and increase the capacity to receive tourists;
  • to assert the principle, which shares the responsibilities in the environmental fields with respect to public and private operators;
  • to guarantee transparency and credibility for the public action;
  • hard labour;
  • job health and security;
  • freedom to become members of an organization, the right to have a collective bargaining;
  • discrimination;
  • disciplinary procedures;
  • working time;
  • terms of payment.

2) Ecolabel

Ecolabel is the brand, which has been awarded by the European Union to those products or services that have certain characteristics of a lower environmental impact. At present, it is controlled by the Regulation n. 1980 of 18th July 2000 and it has a wilful character.

The ecological standards that need to be observed, in order that a product or service could obtain this brand, are determined by the European Union’s Committee for the Ecologic Brand, organized in specific subgroups for different products and services, and composed by representatives of various social classes (industry, services’ furnishers, small and middling firms, artisans and their professional organizations, trades-union, sellers, importers, environmental organizations and organizations of consumers’ defence).
The considered environmental aspects are: the quality of air and water, ground conservation, rubbish reduction, energetic saving, conduct of natural resources, prevention of global greenhouse effect, ozone coating conservation, environmental safety, acoustic pollution and biodiversity.

Ecolabel is an important marketing instrument, which has been recognized by the 25 European Union’s Countries (and also recognized at an international level), and it makes it possible to expand the client target and improve the productive processes, in order to rationalize the natural resources’ consumption. It is an important element of security for the customer from the point of view of the environmental quality and product’s performances.

Sigeambiente is capable of supporting the organizations in the achievement’s process of their ecological quality’s brand, in a particular way through the realization of articulated projects on the whole competence’s territory of the public board, municipal or of a higher livel, which is interested to develop environmental subjects.

3) The ethical SA 8000 certification

The ethical management of an organization means, using the words which are found in the White Book of the European Union, to integrate the aspects of social and ecological preoccupation of the board about its activities and services’ management, and also in the relationships with the interested parts.

Nowadays, the most common system of the social responsibility is the international regulation SA 8000 (Social Accountability), and it operates as the other management’s systems through the showing of these exact requisitions’ respect and the development of a functional system (which is often coordinated with other ones, such as the environmental management’s systems).

The SA 8000 standard requires by the organizations the respect of  8 social requirements, which are connected to the fundamental human rights and workers’ ones:

  • infant labour;
  • hard labour;
  • job health and security;
  • freedom to become members of an organization, the right to have a collective bargaining;
  • discrimination;
  • disciplinary procedures;
  • working time;
  • terms of payment.

The conformity of SA 8000 is attested by an impartial independent organism, which certifies the actions of improvement, which has been undertaken by  the organization.

The advantages that an organization achieves are numerous; the most important of them for a public body is the improvement of the internal and external communication and the change of the job’s climate within the structure: the system makes it possible the participation of the employees in the managerial and decisional process, involving them in the goals’ achievement.

Sigeambiente is capable of supporting the public body in the development of this innovative system, helping this one both in its phase of the system’s settlement and also preservation and development of it.
