The energetic saving is already an urgent subject. Everybody is quite talking about the alternative sources of power, energetic saving policies, energetic certifications of buildings. These are all important subjects for their positive effects that they can have on environment and world economic development.

The knowledge of the energetic efficiency of buildings is the first step in realizing where it is necessary to intervene and what must be done. This kind of choices is particularly important when we talk about public buildings, given that the public board, apart from achieving the  immediate advantages of the energetic saving and efficiency, has one important institutional role in the diffusion of the energetic policies and it is obliged to provide its population  with information.

The main instruments, which are at the public board’s disposal, are different and you have to remember the followings:

  • energetic diagnosis,
  • energetic certification,
  • energetic planning,
  • the inclusion of specific energetic rules in the building regulations.

The energetic diagnosis and certification are important instruments for making it possible a interventions’ planning  of extraordinary upkeep of buildings, which have to consider the rules of the laws in force and a concrete saving in bills.

Towards the diagnosis, an administration is capable of realizing what way the power is used and what are the causes of actual wastes and possible upkeep. The goal of the energetic diagnosis is to define an energetic balance of building, the necessary upkeeps, in order to reduce the wastes and value technically and economically the upkeep, which has been suggested before, under the viewpoint of the consumption’s cut.
 
The energetic certification of buildings is a cognitive and informative action on the standard of energetic consume of one building. So, it is of a notable interest to who have to buy or rent a house and it is important under the viewpoint of global economy of a territory. According to the European and Italian  provisions of the law since October 2006, it is obligatory for all new and repaired buildings to be in the possess of an energetic certification.

The role of building regulation is strategic in relation with the sustainable planning, too. Orienting the territory towards energetic wastes’ goals and a major compatibility with environment is possible thanks to the inclusion in the building regulation of elements, which are aimed to make eco-friendly choices. This makes it possible not only to contribute to the achievement of Kyoto’s goals, whose Italy also wants to achieve, but also to realize innovative projects, that can involve a territory from an economic and social point of view too, in order to provide new employment’s opportunities (as a result of the creation of public and private initiatives in energetic productive sectors) and add lustre to the imagine of a territory, which have a disposition to tourism.
